Why digital nomads and tech founders move to Tbilisi—and why the easy-tax story is incomplete
Tbilisi combines a lively capital, strong connectivity, compact business administration and attractive tax pathways. None of those advantages eliminates immigration, right-to-work, VAT, banking or foreign-residence questions.

The appeal is broader than cheap living
Tbilisi gives independent workers something many “nomad destinations” do not: an actual year-round city. There are neighbourhoods with different rhythms, a deep restaurant and café culture, universities, private hospitals, professional services and a growing international community. Fibre internet is common, mobile data is competitive and Starlink operates in Georgia for locations that need another option.
Costs can still be favourable relative to major Western capitals, but rent, imported groceries, international schools and premium healthcare are not uniformly cheap. A move works better when the budget reflects the desired neighbourhood and family needs rather than an old social-media estimate.
Registration is simple; choosing the model is not
A foreign citizen can generally register as an Individual Entrepreneur or establish an LLC. Small Business Status may produce a 1% turnover tax for qualifying IE activity within its thresholds and source rules. An LLC normally follows Georgia’s distributed-profit model. Virtual Zone and International Company status address particular technology activities and are not generic badges for anyone with a laptop.
Choose by liability, customers, team, investment plans, VAT, intellectual property and foreign-country exposure. A solo consultant and a venture-backed software company should not be pushed into the same structure merely because one headline rate ranks well in search.
The 2026 right-to-work change matters
From March 2026, many foreign employees and self-employed people working in Georgia need a separate right-to-work authorization unless an exemption applies. Company or IE registration is not itself permission to work. Depending on citizenship and circumstances, a D1 immigration visa and work residence route may also form part of the sequence.
Screen this before arrival or before beginning activity—not after a bank, employer or residence application asks for proof. Maintain lawful stay throughout and distinguish visa-free entry from authority to perform work.
Tax residence is not a lifestyle label
Spending 183 days in Georgia can lead to Georgian tax residence under the domestic test, but day counting is only the beginning. A person may remain resident elsewhere under foreign law, and a treaty tie-breaker may consider permanent home, centre of vital interests, habitual abode and nationality. Georgian residence does not automatically erase foreign reporting or controlled-company rules.
Map personal residence separately from company residence and income source. A Georgian IE receiving foreign customer payments can still face VAT, source and foreign-country questions. Obtain certificates and treaty analysis when the distinction matters.
Banking rewards preparation
Georgian banks perform KYC and may request source of wealth, source of funds, tax residences, customer contracts, expected account activity and evidence connecting the applicant to Georgia. A company certificate and apartment lease do not guarantee approval. Remote onboarding is more demanding and bank risk appetite changes.
Prepare a short professional profile, tax numbers, bank statements, contracts, invoices and a transaction forecast. Describe crypto exposure, high-risk countries and pass-through payments honestly. The goal is a file that a compliance officer can understand without guessing.
A better first-month sequence
Use temporary accommodation while testing commute, noise, heating and neighbourhood hills. Arrange a Georgian SIM, health cover and routine clinic. Verify work authorization, then register the appropriate business and build the banking file. Sign a longer lease only after owner and property checks, a written contract and documented handover.
For founders, add an operating map: where decisions happen, who contracts with customers, which entity owns the product, how the founder is paid and which country taxes each flow. This prevents the personal move and company structure from drifting apart.
Who is likely to thrive—and who should pause
Tbilisi suits people comfortable with a fast-changing city, a non-Latin language, relationship-based administration and some uncertainty. It can be excellent for independent professionals and internationally oriented founders who keep clean records and invest in local advice.
Pause if the plan depends entirely on guaranteed bank onboarding, permanent low rent, automatic residence, an untested 1% assumption or avoiding every obligation in the home country. Georgia offers real advantages; it does not offer exemption from planning.
